SSM proposes a generalized solution for media-type independent transcoding of scalably coded media files. In particular, SSM proposes a universal meta-format for media-type independent transcoding via universal transcoders that is applicable to all forms of compression, but is especially efficient for scalably coded media. This approach does not require a specific compression algorithm, but by the use of the meta-format the transcoders can still adapt content appropriately independent of the compression algorithm or the media type. This meta-format or file format is extensible to other types of media (e.g. 3-D graphics), by encapsulating the compressed media to the universal file format. The three parts of this work are the

  1. meta-format and file format for the media,
  2. a convention for setting rules for transcoding, and
  3. the protocol

which allows receivers to convey their capabilities and preferences to a universal transcoder so that appropriate transcoding matched to the receiver can be achieved. This can enable different use cases based on this format. Specifically, they focus heavily on a file format and the specific syntax. This specific syntax is especially important for a standard body such as MPEG.
